Under direction of Director & Chief Legal Counsel acts for & on behalf of & represents Director & Chief Legal Counsel in their absence, serves as management level employee & provides legal counsel & advice to appointing authority on policy development & implementation relating to legal functions pertaining to real estate & utilities (e.g., writes agreements; prepares & reviews Governor's & Director's deeds; advises on real estate matters such as permits, easements, licenses; reviews & advises on titles; prepares contracts for the purchase, lease, & sale of property; works with the Attorney General's Office on real estate matters such as appropriation cases). Researches issues related to leasing rights pertaining to oil & gas; uses a computer & related software (e.g., Microsoft Office) to write agreements, prepare deeds, & prepare contracts.
Provides legal advice for or presides over quasi-judicial administrative hearings involving statewide impact &/or most complex issues (e.g., memorandums of understanding, settlement agreements). Researches & drafts legal opinions, Director's orders, memoranda & other legal documents (e.g., pertaining to DriveOhio & Unmanned Aerial Systems (UAS)); analyzes, monitors & drafts legislation; conducts negotiations; responds to inquiries from public & government officials; assists lower-level attorneys in answering complex questions of law; cooperates with the Attorney General's Office on legal issues as required; uses a computer & related software (e.g., Microsoft Office) to draft documents. Performs other work-related duties as assigned.
This Position is Unclassified per Section 124.11(A)(29)
Admission to Ohio Bar pursuant to Section 4705.01 of Revised Code; 12 mos. exp. as licensed attorney; 6 mos. exp. in employee training & development.
Knowledge of law (i.e., procedural & substantive); legal research methods; legal writing; interviewing; laws, rules & procedures applicable to operations of employing agency; supervisory principles/techniques*; employee training & development. Ability to deal with large number of variables & determine specific course of action; organize & interpret extensive variety of legal material in books, journals or legal documents; communicate verbally regarding legal issues; handle sensitive contacts with government officials, adverse parties &/or general public.

This position is Overtime Exempt per FLSA standards.
If this position is filled internally, the wage rate will be determined in accordance with the contract.
